The Oishi Riku Festival began in 1997, organized by an executive committee made up of the supporters’ association that had held memorial services for Riku, the local tourism association, the neighborhood association leaders, and others.

Over the years, it showcased Toyooka’s appeal as Riku’s birthplace through the selection of Riku Musume, parades, and displays of items associated with her.
