The first Hokkai Soran Festival was held in 1969 to commemorate the 100th anniversary of Yoichi Town’s founding and the 70th anniversary of its establishment as a town.
In the lead-up, a Soran-bushi preservation group was formed, and efforts were made to designate singers of the Okiage Ondo as town intangible cultural assets.
Building on local events and fireworks displays, the festival developed into its current form centered on Soran-bushi.
